There is a personal $800 exemption ($0 duty), but it cannot be a commercial deal; e.g., buying several watches with friends. If your purchase is under $2500, this is an “informal” entry than based on the seller’s declared value (which should match the insured value. A customs agent then calculates the duty (which runs around with a processing fee)

Over $2500 is “formal” entry, it goes to building 77 at JFK airport. You get a letter in the mail a week after it arrives at JFK requiring you to fill out paperwork. This is not possible for an end users given the complexity a bond must be issued, if you use US Mail. Other outfits like DHL fill out the 7501 form, they supply the bond and pay the duty and you pay them for this Brokerage fee ($20-$40) in addition to the duty.
